Folsom Corporation Yard Landfill Clean Closure
A portion of the City of Folsom Corporation Yard property, located at 1300 Leidesdorff Street, was once an active landfill. The landfill was historically used by the City to dispose of construction and demolition debris, yard waste, and street litter. A landfill cap was installed in 1996 and routine, post-closure maintenance and monitoring of the cap has been conducted for over a decade. The City of Folsom is recently completed a project to “clean close” this inactive landfill. Construction activity was completed on October 1, 2009.
What is Clean Closure?
Clean Closure is a process where the waste in an inactive landfill is removed resulting in a clean property. This activity is conducted under the supervision of regulatory agencies with jurisdiction over Clean Closure. The agencies review and approve the work plan before any work begins. When this work is complete, the appearance of this portion of the Corporation Yard will be much as it is now – an open field covered with grasses.

Safety Measures
Safety measures have been put in place for the duration of the project. A Construction Manager and Site Safety Officer will be on-site daily to oversee construction and safety processes. Click here to read more about the safety measures.
Air Quality Monitoring

What are the environmental aspects of the project?
As required by the California Environment Quality Act (CEQA), an Initial Study of various environmental aspects of the clean closure project has been completed. The Initial Study is available for public and regulatory agency review at the Folsom Public Library or by
clicking here to download a PDF. After public and Agency review of the Initial Study, a Mitigated Negative Declaration was adopted on February 26, 2008 by the City Council after a Public Hearing. The Notice of Determination was filed on March 12, 2008 with the Sacramento County Clerk.
Public Comment Period
The 30-day public comment period for the CEQA Initial Study closed on February 17, 2008. The 30-day public comment period for the adoption of Updated Waste Discharge Requirements by the Regional Water Quality Control Board closed on June 23, 2008.
