Members of the public are entitled to address the City Council concerning any item within the Folsom City Council's subject matter jurisdiction.  Public comments are limited to no more than three minutes.  Except for certain specific exceptions, the City Council is prohibited from discussing or taking action on any item not appearing on the posted agenda.

Items appearing on the Consent Calendar are considered routine and may be approved by one motion.  City Council Members may pull an item for discussion.

b.                  Resolution No. 8606 - A Resolution Authorizing the Fire Department to Accept Grant Funds from the State Homeland Security Grant Program (SHSGP) for the Purpose of Funding the Following Projects as well as Authorization to Allocate Grant Revenues and Expenditures within the FY 2009/10 Budget to include: Development of Confined Space Training Props and Training of City Personnel in Confined Space Operations; Evacuation Shelter Medical Planning and Exercises; and Community Emergency Response Team Program and Appropriation of Funds

c.                   Resolution No. 8607- A Resolution Authorizing the Finance Director to Appropriate Additional Funds for Light Rail Operation and Recognize Additional Revenue to Offset the Expenditure Appropriation

d.                  Resolution No. 8608 - A Resolution Authorizing the City Manager to Execute a Contract Change Order with Central Valley Engineering and Asphalt (Contract No. 174-21 09-058) for the Pavement Repair and Street Sealing FY 2009/10 Project No. 8107 and Appropriation of Funds

e.                   Resolution No. 8609 - A Resolution Authorizing the City Manager to Execute Amendment No. 2 to the Agreement with Pacific States Environmental Contractors, Inc. (Contract No. 174-21 08-056) for Final Payment for Construction Activities Associated with the Clean Closure of the Corporation Yard Landfill and Appropriation of Funds

f.                   Resolution No. 8610 - A Resolution Authorizing the Utilities Director to Approve Revisions to the Water Conservation Element of the Water Forum Agreement (Contract No. 201-21 00-001) to Provide for Consistency with the California Urban Water Conservation Council Memorandum of Understanding

g.                   Resolution No. 8612 - A Resolution Authorizing the City Manager to Execute a Memorandum of Understanding with the Regional Water Authority to Participate in a Federal Grant Program

h.                  Resolution No. 8614 - A Resolution Authorizing the City Manager to Execute a Construction Contract with Ad Land Venture for the Play For All Universally Accessible Tot-Lot Project at Folsom City Lions Park Funded through Park Development Impact Fees and Folsom Community Development Block Grant Funding

As presiding officer, the Mayor has the authority to preserve order at all City Council meetings, to remove or cause the removal of any person from any such meeting for disorderly conduct, or for making personal, impertinent, or slanderous remarks, using profanity, or becoming boisterous, threatening or personally abusive while addressing said Council, and to enforce the rules of the Council.

The meeting of the Folsom City Council is being telecast on Metro Cable TV, Channel 14, the Government Affairs Channel, and will be shown in its entirety on the Friday and Saturday following the meeting, both at 9 a.m.  The City does not control scheduling of this telecast and persons interested in watching the televised meeting should confirm this schedule with Metro Cable TV, Channel 14. The City of Folsom provides live and archived webcasts of regular City Council meetings.  The webcasts can be found on the online services page of the City's website  www.folsom.ca.us.
