a.                   Proclamation of the Mayor of the City of Folsom Proclaiming May 16 through May 22, 2010 as "National Public Works Week" and May 19, 2010 as "Public Works and Public Participation Day" in the City of Folsom

Members of the public are entitled to address the City Council concerning any item within the Folsom City Council's subject matter jurisdiction.  Public comments are limited to no more than three minutes.  Except for certain specific exceptions, the City Council is prohibited from discussing or taking action on any item not appearing on the posted agenda.

e.                   Resolution No. 8652 -  A Resolution Authorizing the City Manager to Execute a License Agreement with New Cingular Wireless PCS, LLC for the Placement of Wireless Communications Facilities within the BT Collins Park Site

g.                   Resolution No. 8655 - A Resolution Authorizing the use of Project Funding in Excess of Contract Contingency for Increases in the Scope of Work and Resulting Change Orders for the Natoma Station Drive Bicycle and Pedestrian Improvement Project Funded through a Grant from the State Bicycle Transportation Account and Measure A

h.                  Resolution No. 8656 - A Resolution Authorizing the City Manager to Execute a License Agreement with Clear Wireless, LLC for the Placement of Wireless Communications Facilities within the Lembi Park Site

i.                    Resolution No. 8657 - A Resolution of the Folsom City Council Opposing Proposition 16, the New Two-Thirds Requirement for Local Public Electricity Providers - Initiative Constitutional Amendment

j.                    Resolution No. 8658 -  A Resolution Authorizing the City Manager to Execute an Agreement with Vavrinek, Trine, Day & Company, LLP, to Provide Audit Services for Three Fiscal Years Ending June 30, 2010, 2011 and 2012

k.                  Resolution No. 8659 - A Resolution Authorizing the City Manager to Execute Amendment No. 1 Extending the Term and Reducing Fees through FY 2012/13 for the Consultant Agreement with the Ferguson Group for Federal Legislative Advocacy Services (Contract No. 173-21 09-026)

l.                    Resolution No. 8661 -  City Council of the City of Folsom Resolution to Grant Another Designated Period for Two Years Additional Service Credit (this Resolution Enacts the Amendment to the Contract between the Board of Administration, California Public Employees' Retirement System and the City Council , City of Folsom Relating to Additional Service Credit and Designating a Period to Offer the Benefit)

a.                   PN 02-569 Larkspur Landing Hotel Expansion Appeal of a Planned Development Permit:

i.                    Resolution No. 8660 - A Resolution of the City Council of the City of Folsom Adopting an Addendum to the Final Environmental Impact Report for the Natoma Station Residential and Commercial Development Project; Denying the Appeal of the Planning Commission's Approval of the Lot Y Hotel Planned Development Permit Application; Approving the Lot Y Hotel Planned Development Permit Application; and Authorizing the City Manager to Execute an Easement Agreement Relating to a Portion of City Property Adjacent to the Development (Continued to May 11, 2010)

b.                  Fiscal Year 2010-11 Preliminary Budget for the City of Folsom, the Folsom Redevelopment Agency, and the Folsom Public Financing Authority

As presiding officer, the Mayor has the authority to preserve order at all City Council meetings, to remove or cause the removal of any person from any such meeting for disorderly conduct, or for making personal, impertinent, or slanderous remarks, using profanity, or becoming boisterous, threatening or personally abusive while addressing said Council, and to enforce the rules of the Council.

The meeting of the Folsom City Council is being telecast on Metro Cable TV, Channel 14, the Government Affairs Channel, and will be shown in its entirety on the Friday and Saturday following the meeting, both at 9 a.m.  The City does not control scheduling of this telecast and persons interested in watching the televised meeting should confirm this schedule with Metro Cable TV, Channel 14. The City of Folsom provides live and archived webcasts of regular City Council meetings.  The webcasts can be found on the online services page of the City's website  www.folsom.ca.us.
