Members of the public are entitled to address the City Council concerning any item within the Folsom City Council's subject matter jurisdiction.  Public comments are limited to no more than three minutes.  Except for certain specific exceptions, the City Council is prohibited from discussing or taking action on any item not appearing on the posted agenda.

a.                   Consideration of an Amendment to the Retirement Contract to Adopt a Second Tier of Retirement Benefits for Fire Members and First Reading of the Ordinance to Accomplish the Change

i.                    Resolution No. 8890 - A Resolution of Intention to Approve an Amendment to the Contract Between the Board of Administration, California Public Employees' Retirement System and the City Council, City of Folsom to Adopt a Second Tier of Retirement for Fire Members Pursuant to Government Code Section 20475 (Different Level of Benefits) and Section 21362 (2% @ 50 Modified Formula) and Section 20037 (Three-year Final Compensation) are Applicable to Local Fire Members Entering Membership for the First Time in the Fire Classification After the Effective Date of this Amendment to Contract

ii.                  Ordinance No. 1152 - An Ordinance of the City Council of the City of Folsom Adding Section 2.33.150 to Chapter 2.33 of the Folsom Municipal Code and Authorizing Further Amendment to the Contract Between the City of Folsom and the Board of Administration of the California Public Employees' Retirement System (Introduction and First Reading)

vi.                Assembly Bill X1 26 provides for the dissolution of redevelopment agencies in the State of California and the designation of successor agencies.  AB X1 26 requires the Redevelopment Agency to adopt a schedule of "enforceable obligations" as defined in the legislation.  The City of Folsom expresses its intention to serve as the successor agency to the Folsom Redevelopment Agency in the event legislation which has been enacted goes into effect following court challenges.

a.                   Resolution No. 8891 - A Resolution of the City Council Designating the City of Folsom as the Successor Agency

b.                  Resolution No. 357-R - A Resolution of the Folsom Redevelopment Agency Adopting an Enforceable Obligation Schedule for the Folsom Redevelopment Agency Pursuant to AB X1 26

i.                    Granite Folsom, L.P. - Affordable Housing Units at 1150 Sibley Street, Folsom  (Continued to September 27, 2011)

a.                   Resolution No. 8871 - A Resolution Authorizing the Execution of a Loan of $2,829,035 to Granite Folsom, L.P., A California Limited Partnership, for the Development of 80 Affordable Housing Units at 1150 Sibley Street, Folsom, California

b.                  Resolution No. 354-R - A Resolution Approving and Authorizing Execution of a Disposition and Development Agreement and Providing a Loan of $1,710,965 to Granite Folsom, L.P., a California Limited Partnership, for the Development of 80 Affordable Housing Units at 1150 Sibley Street, Folsom, California

The meeting of the Folsom City Council is being telecast on Metro Cable TV, Channel 14, the Government Affairs Channel, and will be shown in its entirety on the Friday and Saturday following the meeting, both at 9 a.m.  The City does not control scheduling of this telecast and persons interested in watching the televised meeting should confirm this schedule with Metro Cable TV, Channel 14. The City of Folsom provides live and archived webcasts of regular City Council meetings.  The webcasts can be found on the online services page of the City's website  www.folsom.ca.us.
