Members of the public are entitled to address the City Council concerning any item within the Folsom City Council's subject matter jurisdiction.  Public comments are limited to no more than three minutes.  Except for certain specific exceptions, the City Council is prohibited from discussing or taking action on any item not appearing on the posted agenda.

i.                    Resolution No. 9053 - A Resolution to Adopt the Mitigated Negative Declaration for the 125 East Bidwell Street General Plan Amendment and Rezone Project and to Amend the General Plan Land Use Designation for the 6.88-Acre Project Site (APN: 071-0190-085 and 071-0190-086) from JHS (Junior High School) to MU (Mixed-Use District) for the 125 East Bidwell Street General Plan Amendment and Rezone Project (Continued from August 28, 2012)

ii.                  Ordinance No. 1172 - An Uncodified Ordinance to Amend the Zoning Designation for the 6.88-Acre Project Site (APN: 071-0190-085 and 071-0190-086) from R-3 (Neighborhood Apartment District) to MU (General Mixed-Use Overlay Zone) for the 125 East Bidwell Street General Plan Amendment and Rezone Project (Second Reading and Adoption)

b.                  Resolution No. 9049 - A Resolution Rejecting the Bids from Municipal Maintenance Equipment and Weco Industries as Non-Responsive and Awarding the Bid to Owen Equipment and Authorizing the City Manager to Execute an Agreement with Owen Equipment to Purchase One Sewer Mainline Camera System

c.                   Resolution No. 9057 - A Resolution Authorizing the City Manager to Enter into Amendment No. 1 to the 1994 “Agreement for Reallocation of Water under Co-Tenancy Agreement” between the City of Folsom and Golden State Water Company, Previously, Southern California Water Company, for the Temporary Reallocation of 5,000 Acre-feet of Water Supplies Beginning January 2013 and Annual Options for Renewal to December 2018

d.                  Resolution No. 9059 - A Resolution Authorizing the Use of Project Funding in Excess of Contract Contingency for Increases in the Scope of Work to the Dos Coyotes Bike Trail Project Funded through a Grant from the Sacramento Area Council of Governments Bike and Pedestrian Funding Program (Contract No. 174-21 12-014)

e.                   Resolution No. 9060 - A Resolution Appointing Ken Payne as the Primary and Kerri Howell as the Alternate City of Folsom Representatives to the Regional Water Authority Governing Board

f.                   Resolution No. 9061 - A Resolution Appointing Ken Payne as the Primary and Kerri Howell as the Alternate City of Folsom Representatives to the Sacramento Groundwater Authority Governing Board

a.                   Parkside Subdivision:  Tentative Subdivision Map and Planned Development Permit Modification - Barnhill Drive at Iron Point Road (PN 11-104)

i.                    Resolution No. 9056 - A Resolution to Approve a Tentative Subdivision Map to Subdivide the .64-acre Project Site into 8 Single-family Residential Lots and One Private Drive Lot, and to Approve a Planned Development Permit Modification for the Development of an 8-unit Single-family Residential Subdivision to be Known as Parkside

As presiding officer, the Mayor has the authority to preserve order at all City Council meetings, to remove or cause the removal of any person from any such meeting for disorderly conduct, or for making personal, impertinent, or slanderous remarks, using profanity, or becoming boisterous, threatening or personally abusive while addressing said Council, and to enforce the rules of the Council.

The meeting of the Folsom City Council is being telecast on Metro Cable TV, Channel 14, the Government Affairs Channel, and will be shown in its entirety on the Friday and Saturday following the meeting, both at 9 a.m.  The City does not control scheduling of this telecast and persons interested in watching the televised meeting should confirm this schedule with Metro Cable TV, Channel 14. The City of Folsom provides live and archived webcasts of regular City Council meetings.  The webcasts can be found on the online services page of the City's website www.folsom.ca.us.
