Collection development, coordination, and Materials from the City's existing Library circulation Collection may be integrated with materials from the FCUSD's existing Library Collection to create the initial joint Collection, and the Collection will be shelved and displayed based on content rather than ownership. Each Party shall retain ownership of its existing Collection and each item in the Collections shall be identified as to ownership. City and FCUSD agree to purchase additional materials for the collection as required to meet the needs of the FCUSD and the public. FCUSD and City will collaborate on all acquisitions to avoid duplication within the collection. The FCUSD will provide funding for material purchased specifically for the student collection. City will provide funding for material purchased specifically for the public collection, as guided by the City's Collection Development Policy. Upon dissolution of this Agreement, the Collection shall be distributed to the Parties according to ownership. The City will provide processing, development, and maintenance of the Collection in consultation with FCUSD. City and FCUSD agree to use the City's automated circulation control system and patron database. Using the City's circulation system provides library patrons with easy access to collections in the Sacramento, Woodland, and Sutter Library systems. FCUSD is responsible for purchasing and distributing all required textbooks and instructional materials to students and teachers. Revenue from overdue fines on all material shall accrue to City. Students, upon presentation of their student ID card, shall not be charged overdue fines. Revenue from lost and damaged material shall accrue to the owning party. Internet access and filtering Internet practices will comply with the federally mandated Children's Internet Protection Act CIPA) and the Neighborhood Children's Internet Protection Act NCIPA) or any other practices mandated by relevant state or federal law or programs during School-Use and Joint-Use Hours.
