Summary   of  Mitigation   Identified   in  the  Initial  Study / Mitigated Negative Declaration 
       Mitigation   Measure  1 

           In  order  to  minimize  light  trespass on abutting residential properties to the west, north and 
           east,  illumination  from field lighting and facility lighting measured at the nearest residential 
           structure  or  rear yard setback line on the property line of a subject parcel shall not exceed an 
           average  of  eight-tenths  0.8)  of  a  foot-candle, measured on a vertical plane at 6 feet above 
           grade at the property line. 

       Mitigation   Measure  2 

           The  City  shall  obtain  a  tree permit prior to initiation of the project in accordance with the 
           City  of  Folsom  Tree  Preservation  Ordinance.  The  City will work with the City Arborist for a 
           site-specific  analysis  of  the  impacted  trees.  Implementation of mitigation provisions in the 
           City  of  Folsom's  tree  preservation  ordinance for all protected trees removed from the project 
           site within the City's limits) will be required. In the event that on-site mitigation will not be 
           possible,  off-site  mitigation  measures  shall be conducted at a City-owned park or other public 
           property  based  on  the  replacement  ratios  as  outlined  in  Section 12.16.070C of the City of 
           Folsom  Tree  Preservation  Ordinance  or  the  payment  of  an in-lieu fee in accordance with the 
           Ordinance.   See  Table 11). 

      Mitigation   Measure  3 

           Schedule  tree removal and ground-clearing activities prior to the initiation of nesting activity 
           March)  or  after  fledging  August).   If  this is infeasible, conduct pre-construction surveys 
           between  February  15  and  August  15  in potential nesting habitat to identify nest sites. If an 
           active  raptor  nest  is  observed  within  350  feet  of the project site, contact USFWS and CDFG 
           and  establish  a  350-foot  buffer  around the nest tree. Prohibit construction activities in the 
           buffer  zone  until the young have fledged. 

      Mitigation   Measure  4 

           The   City   of  Folsom   shall   avoid   encroaching   into   Willow  Creek and will use existing 
           structures  for  conveying  utilities  to  the Nisenan Community Park. If this is determined to be 
           infeasible,  prior  to  the  initiation of construction, the City of Folsom shall consult with the 
           Corps  or  CDFG,  obtain  necessary  permits  from  these  agencies,  and  implement  any required 
          mitigation  to  ensure no net loss of wetland or stream functions or values. 

      Mitigation   Measure  S 

          a.   During   construction,   the   City   of  Folsom   shall   avoid disturbance of the two known 
              prehistoric  resources    CA-SAC-000450  and  000441;  these  sites  shall be protected from 
              disturbance  through  being  set-off  by  orange construction fencing and No Entry" signs.
