Luchi, Economic Development Coordinator SUBJECT: APPROVAL OF CITY OF FOLSOM'S FEDERAL FUNDING REQUESTS FOR FEDERAL FISCAL YEAR 2007 BACKGROUND / ISSUE Each year, after careful deliberation, the City presents its requests for federal funding (i.e., earmarks) to the City's congressional representatives. Department Heads and the City's federal legislative consultant, Mike Miller of the Ferguson Group, have met in a series of meetings to discuss and develop recommendations regarding the City's priorities for federal earmarks in federal fiscal year (FFY) 2007 (October l, 2006-September 30, 2007). Those recommendations are summarized in Attachment No. 1. Staff has reviewed these recommendations with City Council previously. Staff is requesting that the City Council consider a motion to approve a project priority list for federal funding requests for FFY 2007. POLICY/RULE As the legislative body of the City, the City Council establishes policies and priorities relating to municipal affairs. ANALYSIS Staff, with assistance of our consultant, has developed a priority list of six appropriation requests. Brief summary descriptions of each project request are provided below. Some requests have received funding in prior years (i.e., Bridge below Folsom Dam, Sewer Rehabilitation, U.S. ^50/Empire Ranch Road Interchange, and the Railroad Block), which should improve their chances of receiving additional funding in FFY 2007. Each request addresses critical needs of the City that would not necessarily move forward without significant federal funding.
