Waste Management Plan Permit Process
Welcome to the City of Folsom Construction and Demolition Debris Recycling Web page. The Solid Waste Division provides services and information to assist residents and businesses in complying with current State and local construction and demolition debris recycling requirements.
State law requires that certain covered projects must recycle or reuse 65 percent (by weight) of all construction and demolition debris generated from their project(s).
The following projects are subject to this requirement: Residential - Any permitted residential construction that increases livable (conditioned) space, or permitted demolition projects; Non-Residential - Any permitted new construction or additions greater than or equal to 1,000 square feet, or tenant improvements, construction, renovation and alteration projects equal to or greater than $200,000 in valuation.
Any of these covered projects must submit a Waste Management Plan (WMP) to the Community Development Department when pulling permits. See Resources below for the WMP application form, guidance documents, and more information.
