Members of the public are entitled to address the City Council concerning any item within the Folsom City Council's subject matter jurisdiction.  Public comments are limited to no more than three minutes.  Except for certain specific exceptions, the City Council is prohibited from discussing or taking action on any item not appearing on the posted agenda.

b.                Resolution No. 10029 - A Resolution Authorizing the City Manager to Execute Amendment No. 1 to the Agreement (Contract No. 173-21 17-009) with 4Leaf, Inc., for the Construction Administration and Construction Management Services for the Water Treatment Plant Grading and Pump Station No. 1 Storage Basin Reuse Project and Appropriation of Funds

c.                Resolution No. 10030 - A Resolution Authorizing the City Manager to Execute an Agreement with RRM Design Group for Landscape Design of the Johnny Cash Trail Art Experience - Cash's Pick #1 and #2 Art Nodes, Accepting the Transient Occupancy Tax Grant Award from the County of Sacramento for the Johnny Cash Trail Art Experience and Appropriation of Funds

d.                Authorization of Additional Property Assessed Clean Energy (PACE) Financing Programs for Folsom

ii.               Resolution No. 10033 - A Resolution of the City Council of the City of Folsom, California, Consenting to Inclusion of Properties within the City’s Jurisdiction in the Golden State Finance Authority Program to Finance Renewable Energy Generation, Energy and Water Efficiency Improvements, Electric Vehicle Charging Infrastructure, and Other Improvements 

iii.              Resolution No. 10034 - A Resolution of the City Council of the City of Folsom Consenting to the Inclusion of Properties within the Territory of the City in the California Statewide Communities Development Authority Open Pace Programs; Authorizing the Authority to Accept Applications From Property Owners, Conduct Contractual Assessment Proceedings and Levy Contractual Assessments within the Territory of the City; and Authorizing Related Actions

e.                Resolution No. 10039 - A Resolution Authorizing the City Manager to Execute a Consultant Service Agreement with Drake Haglan & Associates, Inc.  to Prepare Project Authorization and Environmental Documentation for the US-50/Empire Ranch Road Interchange and Appropriation of Funds

As presiding officer, the Mayor has the authority to preserve order at all City Council meetings, to remove or cause the removal of any person from any such meeting for disorderly conduct, or for making personal, impertinent, or slanderous remarks, using profanity, or becoming boisterous, threatening or personally abusive while addressing said Council, and to enforce the rules of the Council.

The meeting of the Folsom City Council is being telecast on Metro Cable TV, Channel 14, the Government Affairs Channel, and will be shown in its entirety on the Friday and Saturday following the meeting, both at 9 a.m.  The City does not control scheduling of this telecast and persons interested in watching the televised meeting should confirm this schedule with Metro Cable TV, Channel 14. The City of Folsom provides live and archived webcasts of regular City Council meetings.  The webcasts can be found on the online services page of the City's website www.folsom.ca.us.
