Housing Services

The Community Development Department is responsible for the implementation and administration of the city’s housing programs and policies, including Residential Rehabilitation Programs, Inclusionary Housing Ordinance, Regulatory Agreement Monitoring, and reporting on affordable housing production to various agencies such as the State Department of Housing and Community Development (HCD) and the Sacramento Area Council of Governments (SACOG).

According to the City of Folsom General Plan Housing Element Policy Document (adopted October 22, 2013), the housing goals of the city are as follows:

1. To provide an adequate supply of suitable sites for the development of a range of housing types to meet the needs of all segments of the population.
2. To minimize governmental constraints on the development of housing for households of all income levels.
3. To facilitate affordable housing opportunities to serve the needs of people who live and work in the community.
4. To encourage the conservation and maintenance of the exiting housing stock, neighborhoods, and historic homes in Folsom.
5. To provide a range of housing services for Folsom residents with special needs, including seniors, persons with disabilities, single parents, large families, the homeless, and residents with extremely low incomes.
6. To ensure equal housing opportunities for all Folsom residents regardless of race, color, religion, sex, sexual orientation, marital status, disability , or source of income.
7. To reduce greenhouse gas emissions and promote energy conservation in residential development.
8. To ensure that Housing Element programs are implemented on a timely basis and progress of each program is monitored and evaluated annually.

Reasonable Accommodation

In May 2011, the City adopted a Reasonable Accommodation Ordinance (Municipal Code Chapter 17.116) to facilitate equal access to housing for persons with disabilities and remove barriers for persons with disabilities to live in the community (Ordinance No. 1147). The purpose of the Ordinance is to provide an expedient process for individuals with disabilities to make requests for exemptions from, or modification of, the various land use, zoning, or building laws, rules, policies, practices and/or procedures of the city.

NEW FAIR HOUSING SURVEY

Sacramento Valley Fair Housing Collaborative - Cities, including Folsom, counties and housing authorities throughout the Sacramento Valley are collaborating on a regional housing study to better understand the barriers to housing and the choices and trade offs people make when finding housing.  The overall goal of the study is to help communities improve housing and economic opportunities for all residents, in a way that best fits the community and its local needs.
