NEIGHBORHOOD TRAFFIC MANAGEMENT PLAN
The Neighborhood Traffic Management Plan (NTMP) is a set of guidelines intended to provide a framework for the selection, application and design of traffic calming measures in the City of Folsom. It includes a formal process for the implementation of traffic calming measures in neighborhoods and a toolbox of potential traffic calming measures. The guidelines provide a process for City staff and community members to identify various traffic problems experienced in existing neighborhoods (i.e. high speeds, traffic volumes, cut-through traffic) and provide a way to develop effective traffic calming solutions.
The goal of the NTMP is to improve neighborhood livability and quality of life by reducing safety and nuisance impacts from speeding vehicles, cut-through traffic, and careless drivers in residential neighborhoods. The NTMP will strive to promote safe and pleasant conditions for all users of local streets.

- Improve driver awareness, concentration and behavior
- Reduce the 85th percentile travel speeds within 5 mph of the posted speed limit for residential and collector streets
- Reduce the number and/or reduce the severity of reported collision
- Reduce cut-through traffic where existing levels are significan and where the remedy will not create a problem on other residential or collector street
- Enhance the neighborhood enviornment for residents and business owners as indicated by their sense of safety, property values, comfort in using the street and reduced traffic related complaints
- Minimize impacts to public safety response routes

PARKING IN HISTORIC FOLSOM
The Sutter Streetscape project was completed in March 2011 and added over 40 new on-street parking spaces to the inventory of available parking in the Historic District. However, there are many changes still in the works for Historic Folsom, and we are still faced with parking challenges. In Spring 2011, construction commenced on the Historic Folsom Station public plaza improvements, which will permanently eliminate all surface parking in the Railroad Block. It is therefore important that visitors and employees work together to make the best use of parking in Historic Folsom. To that end, the City developed a parking map and accompanying guide to assist motorists to find the best available parking for their needs. CITY WIDE PEDESTRIAN MASTER PLAN
The City of Folsom has retained Kimley-Horn & Associates to assist staff in an update of the Pedestrian Master Plan. The City of Folsom has an outstanding network of sidewalks and off-street trails that benefit walkers, joggers and cyclists. A Master Plan is a document that identifies existing benefits and disadvantages to the current pedestrian transportation system and establishes polices, objectives and project priorities for improving that system.
The Pedestrian Master Plan is currently being updated and the City is seeking public comments on the draft update (see attached). The comment period begins on June 9, 2014 and will end on July 24, 2014. Comments may be submitted to the project manager, Mark Rackovan, via email at firstname.lastname@example.org or by mail sent to 50 Natoma Street, Folsom 95630.

EAST NATOMA/BRIGGS RANCH INTERSECTION IMPROVEMENT PROJECT
The City of Folsom is considering improvements to the intersection of East Natoma Street and Briggs Ranch Drive (west end). This intersection currently prohibits westbound left turns and northbound right turns; the proposed project would modify the curb radius in the southeast corner to allow the northbound right turn, but the westbound left turn would continue to be prohibited.

In compliance with the California Environmental Quality Act (CEQA), an initial study and negative declaration has been prepared and is being made available for public review and comment beginning May 5, 2014 through June 4, 2014. Click on the project name above to review the study. If the study is approved by the City Council, then the Public Works Department will prepare construction documents and retain a contractor to perform the improvements this Summer.

TRAFFIC SAFETY COMMITTEE
The role of the City's Traffic Safety Committee (TSC) is to evaluate traffic needs in the community and provide direction to staff regarding changes to and /or improvments to the traffic system in Folsom.
The TSC is composed of three at-large members (who are Folsom citizens appointed by the Mayor) as well as staff representatives fromt he Folsom Police Departmnent, Folsom Fire Department and Folsom-Cordova Unified School District. There is also a Public Works represntative who acts as staff liaison for the committee.
The TSC meetings are currently scheduled on the fourth Thursday of each month at 4:00p.m. in the Public Works Conference Room. Agendas are usually finalized about a week in advance. If you would like to place an item on the agenda, you can do so by contacting Mark Rackovan at (916) 351-3370 or emailing him at mrackovan@ folsom.ca.us.

The City of Folsom is looking for service organizations or other interested parties to help us maintain the quality of our great community. The Adopt-A-Street program is a great opportunity to help keep our City clean and gain a little recognition for your company or organization. It is a program where schools, local businesses, civic groups, or organiations volunteer to pick up litter and/or erform weed abatement on City streets or in public parking lots, or along the rail corridor.
The area adopted can be as large as you would like, but no less than 0.5 miles. Volunteers are encouraged to pick up litter or pull weeds as often as possible, but are required to do so at least once every two months.. The City will provide trash bags and disposal of filled bags.
To acknowledge a volunteer's contribution to the Adopt-A-Street Program, the City will install and maintain a sign at each end of the adopted area bearing the name of the sponsoring organiation. Volunteers will also receive a Certificate of Participation from the City of Folsom.
The Adopt-A-Street Program is a proven success. It has boosted pride in our City and improved the environment for residents and visitors. Anyone interested in this worthwhile program can contact:

COMMERCIAL VEHICLE ROUTES
Any commercial vehicle or combination of vehicles as defined in Section 260 of the California Vehicle Code having a gross vehicle weight rating (GVW) of weighing 10,001 pounds or more, with an origin or destination point within the city, of freight, merchandise or load, must drive on streets designated as local truck routes. These vehicles may leave to local truck route only to pick up or deliver frieght, merchandise, or load, within the city of Folsom, and must do so from the local truck route point that is closest to the destination site. These vehicles must return to and use the local truck route to make subsequent deliveries or pickups. Residential streets shall not be used unless the delivery or pick up destination is on that street or immediately adjoining streets. Commercial truck routes are as follows:
- Greenback Lane from the Sacramento County line to Folsom Blvd
- Folsom Blvd from Greenback Lane to U.S. Highway 50
- Blue Ravine Road from Folsom Blvd to East Natoma Street, then transitioning into Green Valley Road where it continues to the El Dorado County line
- Iron Point Road from folsom Blvd to El Dorado County line
- East Bidwell Street from Blue Ravine Road to U.S. Highway 50
- Empire Ranch Road from El Dorado County line to Iron Point Road
- Oak Avenue Parkway from East Bidwell Street to Blue Ravine Road
- Glenn Drive from Folsom Blvd to Riley Street
- East Natoma Street from Blue Ravine Road to Folsom Prison Road
The City also maintains a network of roads for use by commercial vehicles that comply with the Surface Transportation Accessibility Act (STAA). Such vehicles, which are in excess of the maximum legal length defined in the Caliifornia Vehicle Code, may leave the State Highway Ssytem and use surface streets that are marked with the following STAA terminal access signs:

- Folsom Blvd from U.S. Highway 50 to Glenn Drive
