Ken Payne assumed his current position in 2010 after serving as Folsom’s Utilities Director for seven years.  Previously, he was a senior associate with Malcolm Pirnie, Inc., and a principal with Camp, Dress & McKee, Inc. While working for Camp, Dress & McKee, Ken designed and managed construction of Folsom’s Water Treatment Plant and the Natoma Pipeline from Folsom Dam to the treatment plant. 

Ken has a Bachelor of Science degree in Civil Engineering from the University of the Pacific.  He is a Professional Engineer who is certified in Safety Assessment for Disaster Service by the Governor’s Office of Emergency Services.  He has worked throughout the United States on Storm water NPDES Guidelines and Construction/Industrial Handbooks.     

Ken and his wife Ghia have lived in Folsom for 19 years and have three adult children.
