As of December 14, 2010, the RDA Citizens Advisory Committee is on-hold, pending further discussion and decision by the Folsom City Council regarding the Committee's role. Purpose:
The committee shall serve as the Loan Committee for the City of Folsom and its Redevelopment Agency for approved city/agency loan programs funded by Community Development Block Grant and tax increment revenues;
A. The committee shall review and advise the city council/agency board on the agency budget, work programs and projects;
B. The committee shall review and comment on proposed Owner Participation Agreements (OPAs) and Disposition and Development Agreements (DDAs);
C. The committee shall review and comment on proposed programs and projects within the Central Folsom Redevelopment Project Area. The committee may also propose programs and projects for consideration by the agency board;
D. The committee shall review and comment on requests for transfer and expenditure of agency funds in excess of $25,000; and
E. The committee shall make an annual report to the agency board on actions initiated and completed. Ordinance No. 874
