WEED ABATEMENT DEADLINE IS JUNE 1ST, 2008
Parcels that have not been cleared by this date may be cleared by the City at the owner's expense. In addition to the actual cost of clearing the parcel, an administrative fine of $2,500 will be charged. The City will impose liens on real or personal property to recover costs and fines.
WEED ABATEMENT STANDARD FOR THE CITY OF FOLSOM
Parcel Size/Methods of Weed Abatement: The required maintenance for vacant properties is based on the size of the parcels as listed below:
(1) Vacant parcels one (1) acre or smaller shall be totally disced or mowed.
(2) Vacant parcels larger than one (1) acre and smaller than twenty-five (25) acres require fire breaks of one hundred (100) feet adjacent to all developed areas, fences, or structures. The remainder of the parcel will require the appropriate number of thirty (30) foot firebreaks to segment (checkerboard) the land into four (4) acre (+/-) sections.
(3) Vacant parcels twenty-five (25) acres or larger require firebreaks of one hundred (100) feet adjacent to all developed areas, fences, or structures. The remainder of the parcel will require the appropriate number of thirty (30) foot firebreaks to segment (checkerboard) the land into five (5) acre (+/-) sections.
Exception: An Approved fire access road plan may be substituted in lieu of five (5) acre segments.
(4) Parcels under agricultural or pastureland use require firebreaks of one hundred (100) feet adjacent to all developed areas, fences, or structures. The remainder of the property must be mowed or disced at time of harvest, or have sufficient animals present to maintain the maximum height of combustible growth at six (6) inches.
(5) Firebreaks may be constructed by discing, mowing, or the use of a blade. The maximum height of combustible growth within a firebreak is three inches from 0 to 30 feet and six (6) inches from 30 to 100 feet. If a blade is used, the boundaries of the break shall be leveled. Windrows are not permitted.
(6) Parcels shall be maintained to allow reasonable access for fire fighting operations.
Definitions of Weed Abatement Methods:
(1) Mowing- The weeds, grass or noxious vegetation shall be cut to a length not to exceed two (2) inches in height at completion of the cutting.
(2) Discing- The disc shall be set at an angle sufficient to cut the sod loose and adequately bury the growth of weeds, grass, or noxious vegetation existing at the time of discing.
(3) Scraping- The removal of all weeds, grass, or noxious vegetation existing at the time to bare earth.
Disposition of Material: The cut or waste material shall be removed from the property, including weeds, grass, or noxious vegetation and other trash. All material removed shall be disposed of per applicable Federal, State of California, or local laws and ordinances.
