This informational handout is intended to provide you with general information on a common code violation. The City of Folsom utilizes a Code Enforcement Program in order to ensure fair and uniform enforcement of the Folsom Municipal Code and other applicable laws. Basketball Stands that are stored on the street or sidewalk are prohibited as set forth in Folsom Municipal Code Chapter 12.20. The Code Enforcement Division is responsible for the enforcement of these types of violations and may serve Notices to gain compliance. These Notices provide information that describes the violation(s), the provisions of the specific violation, and the actions necessary to remedy the situation. The goal of the Code Enforcement division is to gain compliance as opposed to imposing monetary penalties.
The authority to regulate this type of enforcement activity is contained in the FMC Chapter 12.20. The purpose of the chapter is to establish regulations on encroachments into the public right-of-way and to establish measures for the protection of life and property.
· Sporting equipment – such as basketball hoops, tetherball stands, skateboard ramps, etc. when not in use, must be stored on private property.(i.e., outside of the street and sidewalk area).
· Materials – landscaping materials such as dirt, rock, sand and/or other materials may be stored on the street or sidewalk only when an Encroachment Permit has been obtained. For more information on obtaining an Encroachment Permit, you may call the City of Folsom Engineering staff at 355-7335.
Information Bulletin:(FMC Sec.10.20.270) Detatched Boats/ Trailers Know the Rules
This is an informational bulletin to advise everyone of a popular code violation in town.
Did you know that leaving a trailer detached on the street is a violation of Folsom Municipal Code section 10.20.270. IEie, detached boats) “No person shall leave standing any utility trailer on a public roadway without having a vehicle attached to the utility trailer capable of immediately towing it at the request of a public safety officer. Code Enforcement officers respond to complaints involving this violation along with the Police Department. Vehicles found in violation are tagged and/or cited and may be towed if necessary.

The Code Enforcement Division checks for code compliance and performs field inspections to ensure conformity to the Folsom Municipal Code (FMC). The Division listens to citizen complaints, ideas and viewpoints and responds by investigating alleged violations of the FMC and other related laws. We actively pursue compliance when a violation of the FMC exists through administrative, civil or criminal remedies. When applicable, the division coordinates with other agencies for cross-jurisdictional violations.
The Code Enforcement Division is available to receive reports of hazards and complaints concerning any of the following:
Abandoned or inoperative vehicles
Animal control issues
Businesses without a license
Drainage problems
Graffiti
Hazardous Encroachments
Illegal construction or occupancy
Substandard housing conditions
Unsanitary or unsafe premises
Zoning violations
Private property maintenance
Limitations of Code Enforcement:
Code Enforcement Officers will assist you in any way possible. However some enforcement issues may require referral to a different department or agency.
City Code Enforcement cannot help citizens rectify the following problems:
Emergency situations that threaten human life or property and demand immediate attention -Call 911
Covenants, Conditions & Restrictions – (CC&R) violations
Private disputes between neighbors
Situations which are not specifically addressed in the Folsom Municipal Code
