The Technical Services Bureau is comprised of the Records Section, Communications Section, Fiscal/ Payroll Section, and Community Services Section.

Records Section

Carole O’Callaghan, Supervisor

The Records Section provides services to both internal and external customers. In 2006, the section processed 6,948 reports. A primary responsibility of the Records Section is providing information and assistance to the public and departmental personnel. During 2006, the staff processed 2,112 reports for the District Attorney’s office, released over 1,200 reports under the Public Records Act, and processed over 1,100 subpoenas and purged over 5,000 reports under the City’s Municipal Code requirements. The section is staffed with one supervisor, two full-time records clerks, one permanent part- time records clerk, and one temporary part-time employee.

Communications Section

The staff of the Communications Section answers calls from citizens on 9-1-1, emergency, and non emergency telephone lines. The staff also dispatches police officers to calls-for-service and tracks the location of all officers. During 2009, this section processed a total of 107,388 telephone calls and 76,579 calls-for-service which were entered into the Computer Aided Dispatch (CAD) system. The center is fully staffed with twelve full-time dispatchers and two dispatch supervisors. During 2009, the Folsom Communications  Bureau fully deployed all wireless cell phone providers so that all calls made to 911 within the city limits would come to this Communications Center (as opposed to cell phone calls going directly to California Highway Patrol).  

Alarm Permits/False Alarms:

During 2009, officers responded to over 3,000 alarms to businesses and residences in the City of Folsom; 95% were false alarms.

Community Services Section

Citizens Assisting Public Safety (CAPS) and Crime Prevention

The CAPS Volunteer Program has approximately 70 active volunteers, all graduates of the Citizen’s Academy. The Citizen’s Academy performs two functions: To create a greater understanding and trust between public safety and those we serve, and to increase the services our volunteers are able to provide to the community. CAPS is a unique program utilizing volunteers to enhance both Police and Fire services to the community.

Under the coordination and supervision of the Police Department, CAPS volunteers donated over 10,000 hours of volunteer time in 2008 and 2009 to programs including Neighborhood Watch, Vacation Checks, Park Lock-ups, Holiday Patrol, Code Enforcement, District Attorney report runs, EMS Backboard Pick-Up, and administrative support (countless hours assisting with office duties at the Department). Volunteers also participated in over 50 community events in Folsom, including the Folsom Rodeo, National Night Out, the Emergency Preparedness Fair, DUI checkpoints, and the Veteran’s Day Parade, just to name a few. The volunteers are a cherished and valuable asset to our department and this community.
