CONSTRUCTION, RENOVATION AND DEMOLITION PERMIT APPLICANTS REGARDING
ORDINANCE NO. 1056
AN ORDINANCE OF THE CITY OF FOLSOM ADDING CHAPTER 8.30 TO TITLE 8 OF THE FOLSOM MUNICIPAL CODE CONCERNING THE COLLECTION, RECYCLING AND DISPOSAL OF WASTE GENERATED FROM CONSTRUCTION, DEMOLITION AND RENOVATION PROJECTS
The purpose of the Ordinance is to add Chapter 8.30 to Title 8 of the Folsom Municipal Code pertaining to the collection, transportation, recycling and disposal of Construction, Renovation and Demolition debris generated from building projects within the City of Folsom. Chapter 8.30 will align the code requirements for services provided by the Public Works and Community Development Departments. Such requirements are in alignment with the City’s Solid Waste Management Plan and State Law (AB 939), which mandates all California jurisdictions divert (recycle or reuse) at least 50% of their waste from landfills. All "covered" construction, or renovation projects equal to or in excess of $100,000 in valuation and all demolition permits must recycle or reuse 50% (by weight) of all debris generated from their project(s).
Applicants submitting permits for covered projects must complete a Waste Management Plan (WMP) to comply with the program requirements. The Waste Management Plan is the process for defining how the waste diversion activities are planned for the project. Details of the program are outlined in a facts sheet that's available online.
Applicants for covered projects may be subject to a fee (depending on the option chosen in the WMP). The fee shall be in proportion to the project square footage as stated in the application for a permit. The Fees were adopted by Resolution of the Folsom City Council and are available online.
