Summary
The City of Folsom is currently updating the Housing Element. The purpose of the housing element is to identify the community’s housing needs, to state the community’s goals and objectives with regard to housing production, rehabilitation, and conservation to meet those needs, and to define the policies and programs that the community will implement to achieve the stated goals and objectives.
State law requires cities and counties to address the needs of all income groups in their housing elements. The official definition of these needs is provided by the California Department of Housing and Community Development (HCD) for each city and county within its geographic jurisdiction. Beyond these income-based housing needs, the housing element must also address special needs groups such as persons with disabilities and homeless persons.
The 2002-2007 Housing Element was adopted by City Council on June 25, 2002. The new Housing Element is expected to be completed by the summer of 2008. The City of Folsom’s Community Development Department is managing the update in close coordination with the City’s Redevelopment and Housing Department.

Community Outreach
As part of the Housing Element update process, the City implemented the State’s public participation requirements in Housing Element Law, set forth in Government Code Section 65583(c)(7), that jurisdictions “…shall make a diligent effort to achieve participation of all economic segments of the community in the development of the housing element.”
City staff and consultants are holding three community/stakeholder workshops to solicit input from individuals and organizations in the community including local residents, both non-profit and for-profit housing developers, and social service providers. The City has advertised the most recent workshops on the City website homepage, in a local online news source, and through distribution of an e-mail announcement to stakeholder groups.
