The City of Folsom’s inactive landfill occupies approximately four acres in the southern portion of the Corporation Yard. It contains fill dirt, construction & demolition debris, green waste, municipal waste, and a minor amount of asbestos pipe. The City’s Corp Yard Landfill Clean Closure Project will remove these contents and leave the property certified clean for any type of future land use.
Construction activities during the clean closure project include demolishing the parking lot, handling fill (such as excavating, segregating, stockpiling, loading, and hauling) and grading.
Safety measures have been put in place for the duration of the project. A Construction Manager and Site Safety Officer will be on-site daily. Additional project safety measures include:
• A perimeter fence around the project area and silt fencing along Young Wo Circle will be maintained during construction. The silt fencing will deter snakes or other wildlife from crossing into the neighborhood.
• Construction traffic will not use Veterans Way/Forrest Street.
• Hauling will occur on Folsom Boulevard (via Leidesdorff Street) between 9:00 a.m. and 4:30 p.m.
• Signs will be posted on the on-ramp from Leidesdorff Street onto Folsom Boulevard to warn neighbors of trucks entering the roadway.
• Dust control activities will include wetting exposed soil, covering stockpiles and minimizing soil handling.
• Fire extinguishers and a water truck will be maintained on-site.
• If hazardous materials are encountered, the City of Folsom Fire Department and the County of Sacramento Environmental Management Department will be notified.
• Typically, the City’s Household Hazardous Materials Division (located in the Corporation Yard) will handle and dispose of any hazardous material encountered.
• The Fire Department will be notified if any hot work (such as welding or grinding) is to be conducted.
• Landfill gases, including methane, will be monitored at the excavation and both the Fire Department and County of Sacramento will be notified if dangerous levels are detected.
• The Fire Department will regularly evaluate emergency response vehicle access to various areas of the site.
• In the case of an emergency, the Fire Department or other first responder will notify the neighborhood directly.
• Non-emergency information will be placed on the project web site at http://cleanclosure.folsom.ca.us.
Air quality monitoring will be conducted during the clean closure project and construction practices may be limited or modified based on the results. Air quality monitoring results will be posted online weekly and can be viewed through the project web site http://cleanclosure.folsom.ca.us.
A flag pole located at the intersection of Young Wo Circle and Veterans Way will use the following flag colors to indicate dust control activity in the immediate project area.
Blue flag – No project impacts to immediate project area air quality.
Yellow flag – Construction activities limited or modified for additional dust control.
White flag – The project has stopped to evaluate additional dust control measures.
