Winning films in the third annual Film Contest, sponsored by the City of Folsom and Folsom High School, will be used as education outreach tools for the City’s recycling program and featured on the City’s web site.

Recycling was the theme of this year’s contest. Approximately 145 students created 10 films targeted to adults and eight for youth audiences. Winners were selected and recognized at a April 12, 2007 event, which was co-hosted by Folsom Mayor, Andy Morin, and News10 anchor, Jennifer Smith.

The films were judged by Richard Shaw, Folsom-Cordova School District Board; Rick Shaw, City of Folsom Solid Waste Division; Jennifer Tencati, MMC Communications; and Todd Eising, City of Folsom Utility Department.

The judges reviewed all of the submitted videos and based their scores on criteria including creative approach, accuracy, clarity of message, likelihood of influencing viewer behavior, suitability for City use, overall impression, and technical professionalism.

Winners of the City of Folsom/Folsom High School “Dry Year Planning” Film Contest 2006 were selected and recognized at City Hall on May 18. Folsom Mayor Andy Morin hosted the final viewing and judging event for more than 80 Folsom High School students. This is the second year that the City and High School have partnered on this project.

The films were judged by Sarah Foley, Water Forum; Jim McCormack, Water Forum; Vance Howard, Sacramento River Watershed Program; Bob Shallit, Sacramento Bee; and Todd Eising, City of Folsom Senior Utility Engineer.

Approximately 120 students participated in the contest and developed a total of 13 films. The judges reviewed and scored the videos based on several criteria, including creative approach, accuracy, clarity of message, likelihood of influencing behavior, suitability for City use, overall impression, and technical professionalism.

Interviews, workshops, and additional support were provided to the students throughout the project by Ken Cavelli, Video; Don Smith, Folsom Water Management Program; Ron Stork, Friends of the River; Ed Winkler, Regional Water Authority; Leo Winternitz, Water Forum; MMC Communications; Pacific Municipal Consultants, PACSAT Post; Pepper & Associates; and Water Education Foundation.

Winners of the 2005 City of Folsom, Folsom High School Water Conservation Film Contest were selected and recognized at City Hall on April 5, 2005. Folsom Mayor Steve Miklos and News10 Anchor Jennifer Smith hosted the final viewing and judging event for approximately 160 Folsom High School students.

The fillms were judged by Folsom Mayor Steve Miklos; Eric King, City Council Member; Butch Hodgkins, Sacramento River Watershed Program; Bob Shallit, Sacramento Bee; Ken Payne, City of Folsom Utilities Director; and Todd Eising, City of Folsom Senior Utility Engineer.

The judges reviewed all of the submitted videos based on several different criteria, including creative approach, clarity of message, age-appropriate presentation and information, likelihood of influencing viewer behavior, suitability for City use, overall impression, and technical professionalism.

Workshops and support were provided to the students at the beginning and throughout the project by Janice Davis, Take 1 Productions; Suzanne Peppers, Pepper & Associates; and Kimberly Russel, KXTV 10.
