The City of Folsom will host its first public meeting about a water and sewer rate study with the Folsom City Council on Tuesday, February 24. The presentation will take place during the regular City Council meeting, which begins at 6:30 p.m. in the Council Chambers at Folsom City Hall, 50 Natoma Street. The rate study will develop five-year and ten-year financial models that review operations and maintenance expenses, capital needs, and revenue requirements that support water and sewer services. During the meeting, city staff will present:
- Objectives of the study.
- The rate study process.
- Cost of service analysis and rate design.
- Capital improvements for water and sewer services.
- Surcharge rates for water supplies.
- Financial reserve recommendations for water and sewer funds.
- Staffing needs and projections.
- Legal requirements.
- Public outreach.
- Rate study schedule.
- Current status and next steps.
Based on the cost of service analysis, the consultant team may recommend changes to the city’s current rate structure. Any recommendations will be presented to the City Council in summer 2026. After reviewing the findings, the City Council will provide direction to city staff about whether to move forward with any rate changes.
