The City of Folsom has adopted updates to the City’s Accessory Dwelling Unit (ADU) requirements in Chapter 17.105 of the Folsom Municipal Code to align with State law, which took effect on May 14, 2026. These updates also make it faster and easier for homeowners to pursue construction of Accessory Dwelling Units City-wide:
- Simplified Format: For single-family properties, the updated ADU Ordinanceorganizes requirements by ADU type, making them easier to find and understand.
- User-Friendly Checklists: New checklists summarize all zoning requirements by ADU type and can help you determine whether your ADU qualifies for a Design Review exemption.
- Streamlined Review Process: Design Review is now handled as part of the Building Permit review for ADUs, allowing both to happen at once, reducing review times by an estimated 3-4 weeks. ADUs no longer require public hearing by the Planning or Historic District Commission in accordance with State law.
- New Historic District Style: The new “Carriage House” style for above-garage ADUs has been added to the list of approved architectural styles in the Historic District.
- Updated ADU Workbooks: Revised workbooks provide guidance on planning, designing, and submitting ADU applications, with real-world examples and updated standards to help applicants navigate the process.
- Updated ADU Webpage: The city’s updated webpage serves as an ADU resource hub, providing resources, guides, and an outline of the permitting process.
