Diwali, or Deepavali, the Festival of Lights, is among the most widely observed holidays in the Hindu, Sikh, Jain, and Buddhist traditions. It marks the triumph of light over darkness and is traditionally celebrated with lamps, family gatherings, and the use of small consumer fireworks. Folsom is home to a substantial and growing South Asian community, and the festival has become a significant annual observance in the city.  The Folsom Fire Department has administered a Diwali fireworks period in each of the last several years.  These events have been conducted without significant incident and have been well received by residents.

Folsom Municipal Code Section 9.36.030(B) provides that the City Manager may, with the advice of the Fire Chief, approve requests for the use of safe and sane fireworks on special occasions, including ceremonial or religious events occurring outside the dates on which safe and sane fireworks are otherwise permitted; and may impose terms and conditions on that approval.

I am recommending Safe & Sane Fireworks be allowed from November 6 – 8, 2026 in recognition of this years festival.  Upon approval, the Fire Department will inform the public through our social media messaging, identifying the authorized dates and times, and share with our public safety partners.

We retain authority to suspend or rescind the authorized period, in whole or in part, in the event of a Red Flag Warning, elevated fire weather, or other conditions presenting an unreasonable fire risk.
