Elaine Andersen
Assistant City Manager

Elaine Andersen joined the City Manager’s Office in 2005 as Assistant to the City Manager, was promoted to Deputy City Manager in September 2013 and was named Assistant City Manager in September 2015.  She came to Folsom from the City of Sacramento, where she served as Special Projects Manager in the City Manager’s Office and the Department of Transportation, as well as a Media and Communications Specialist for the Public Works Department.

Previously, Elaine was Operations Manager/Account Supervisor for the Nelson Communications Group, and a Staff Services Analyst for the State Department of Finance and the State Treasurer’s Office.

Elaine has a Bachelor of Arts degree in Political Science from the University of California at Berkeley, where she was a member of Phi Beta Kappa.  She lives in Folsom with her husband Jay and two children.
