The Sister Cities concept was launched by President Dwight D. Eisenhower in 1956 and is now in its fifth decade of contributing to people-to-people diplomacy, deeper cross-cultural understanding, and worldwide cooperation toward sustainable economic and community development. The program is deeply rooted in the ideal that we are all members of a single community that is global in scope: that no nation alone can hope to solve our most pressing problems. In a global economy, there are new opportunities for creative business and other types of partnerships and a great need for high-quality international or cross-cultural training for local citizens and leaders. Programs like Sister Cities facilitate and guide our exposure to the ideas and values of other cultures, leading to deeper understanding and a better quality of life for all.
The City of Folsom has established sister city relationships with Jiaohe City, Jilin Province, Peoples's Republic of China on December 14, 1999 and with Crespano del Grappa, Italy on September 29, 2000.
Sister Cities International
Sister Cities International is a non-profit organization with a nationwide and worldwide network involving the governmental, business, and private voluntary sectors. Its honorary Chairman is the current President of the United States, a distinction afforded to only a few associations. More than 1,200 U.S. communities are now paired with more than 2,100 partner cities in 127 countries around the world. It has been suggested that the most successful sister city programs involve a wide variety of citizens and city officials representing city hall, civic clubs, cultural groups, small and large businesses, local schools, and the non-profit sector, who strike a good balance between realistic thinking and big dreams, adopt an attitude of two-way, reciprocal learning based on mutual respect and interest, and maintain a strong sense of humor, patience, and determination. Folsom and Jiaohe City, Jilin Province, PR China
The Folsom City Council unanimously voted to enter into a sister city relationship with Jiaohe City, Jilin Province, Peoples Republic of China on December 14, 1999. The Folsom Chamber of Commerce and the Folsom Economic Development Corporation and citizens and businesses in Jiaohe City have suggested that the City of Folsom would benefit from a sister city relationship, and have expressed interest in creating economic relationships with businesses located within the City of Folsom and Jiaohe City. A copy of Resolution No. 6159 was sent to the Honorable Mayor Wu Song Lin as official recognition of the City of Folsom's sister city relationship with Jiahoe City. "We are excited about our friendship with Jiaohe City," stated Mayor Steve Miklos. "We look forward to a long and favorable association between our two cities."

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FOLSOM ESTABLISHING A SISTER CITY RELATIONSHIP
WITH JIAOHE CITY, JILIN PROVINCE, PEOPLE’S REPUBLIC OF CHINA
WHEREAS, in the interest of cultural exchange and fostering economic development, the City Council of the City of Folsom supports the creation of sister city relationships with cities in other countries;
WHEREAS, the Folsom Chamber of Commerce and the Folsom Economic Development Corporation and citizens and businesses in Jiaohe City, Jilin Province, People’s Republic of China have suggested that the City of Folsom would benefit from a sister city relationship with that city, and have expressed interest in creating economic relationships with businesses located within the City of Folsom and Jiaohe City;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Folsom officially recognizes Jiaohe City, Jilin Province, People’s Republic of China as a sister city, and will work towards an exchange of cultural and economic information that will enrich both cities.
BE IT FURTHER RESOLVED THAT copies of this resolution shall be sent to The Honorable Wu Song Lin, Mayor of Jiaohe City, in anticipation of a long and mutually beneficial relationship of international friendship.
