ATTENTION:

Starting October 20, 2025, all NEW permits will be reviewed through eTRAKiT and not through ProjectDox.

All permits submitted prior to October 20, 2025 will remain in ProjectDox until approved.

Plan Review is required to verify the designer has prepared the permit documents in compliance with the current Building Code and Folsom Municipal Code Requirements. As of October 20, 2025, the City of Folsom will be utilizing eTRAKiTonly for the application, plan review, issuance, and inspection processes.

eTRAKiT is utilized for applying for permits or revisions, paying fees, plan review, scheduling inspections, and viewing inspection results. Permits will be divided into two categories: Minor Permits and Major Permits.

Minor Permits may be reviewed and issued using eTRAKiT without plan review. Please see the Minor Permit handout for additional information.

Major Permits are permits that require multiple divisions or departments to review the plans. Please see the Major Permit handout for additional information.

Examples of Major Permits include swimming pools, photovoltaic systems, patio covers, retaining walls, new residential homes or commercial buildings, additions or minor structures such as sheds or pool houses, ADUs, fire sprinklers, fire alarms, and signs.

Major Permit Submittal and Review Process

Applicant: Submit permit application, upload all plans and documents, and pay any required application fees via eTRAKiT (see forms B402, B403, and B404)

Permit Process Flow Chart

All building permit applications are required to be submitted online through our permitting system, eTRAKiT. You can create an account in eTRAKiT and apply for any type of building permit.

Once the permit application is deemed complete and all drawings/documents have been received, the plan review fees will be available for payment via eTRAKiT. If the plans and documents are not uploaded per the guidelines, you will be notified via email and will need to log in to eTRAKiT to see what revisions are required prior to being routed for plan review.

NOTE: ALL documents are required to be uploaded at the time of application.

If they are submitted correctly and after any plan review fees are paid, your Coordinator will route the plans for plan review.

Next, the reviewers will review the plans and documents for Building Code compliance. Any corrections required will be provided through a file-sharing link. You will respond to the comments via eTRAKiT and upload any revised plans or documents.

Once the plans are approved, you will receive an email notification via eTRAKiT to log in to eTRAKiT and pay the issuance fees due. You can pay via eTRAKiT or in person at City Hall.
Once all fees have been paid and any outstanding items are resolved, your Coordinator will process and issue the plans. You will receive an email with a file-sharing link when the plans are ready for download. Simply click on the link to access your approved plans and permit card.

NOTE: The applicant is required to have all approved plans and documents printed full-sized on site prior to their first inspection. Failure to do so may result in a FAILED inspection.

Electronic Plan Review (ProjectDox)

Some projects require approval from agencies not within the Community Development Department. When an approval is required, the applicant will be notified by the plan review comments. Please see the links below to the agencies to obtain their approval.

Projects may require completed forms or approval from other agencies. All documents must be uploaded to the Documents Folder or dropped off at the Building Permit Counter permit issuance. Questions about other agencies should be directed to epc@folsom.ca.us.

Folsom Cordova Unified School District (FCUSD) Fees

All new construction and additions require to report the additional square footage to the local school district for assessment of development impact fees. Please use form CD-B103 located on the Building Resources page. The applicant must complete the top portion of the form and provide it the City of Folsom Building Division staff for permit issuance. Once the plans are approved, Building Division staff will complete the second portion of the form and email (or print for pick up) to the applicant who must take it to the school district to determine what fees are due. The form will need to be completed by the applicant, building division, and school district prior to permit issuance.

Sacramento Metropolitan Air Quality Management District (SMAQMD)

Any commercial project where a minimum 160 square feet of surface area is being removed, an approved Asbestos Removal or Demolition application is required by SMAQMD.

To submit the application and the completed Asbestos Survey to the Sac Metro Air Quality, please visit SMAQMD Online Services. The SMAQMD approval notice must be uploaded to ProjectDOX prior to building permit issuance.

Sacramento County Environmental Management (County Health)

Many commercial projects may require review and approval by the County Health Department. Some examples of projects requiring approval by County Health include commercial swimming pools, restaurants or establishments with commercial kitchens, or any establishment with food storage or food retail. Please visit their website to review types of projects requiring submittal to County Health. If your project requires approval, please provide a copy of the receipt noting the address and scope of work from the Health Department. The receipt will be required to be uploaded to ProjectDox or dropped off at the Building Counter prior to building permit issuance.

Commercial pool permits and food service/sales require Approval by County Health prior to Building permit approval. Please visit the County Health website to determine the submittal requirements. The County Health approval letter must be uploaded to ProjectDox prior to permit issuance.

Regional Sanitation

All commercial alterations (including tenant improvements), additions, and new construction are required to be submitted to Regional Sanitation for review and approval. Please visit the Regional Sanitation website for additional information regarding the submittal and plan check process. Once the project is reviewed and approved by Regional Sanitation, upload the receipt of payment or receipt stating no fees are due to the documents folder or drop it off at the Building Permit Counter. The receipt will need to be provided prior to building permit issuance.

Upon payment, the city will issue a building permit and construction can begin. The flow chart below shows the CDD's plan review process. City of Folsom Construction and Debris Recycling

Many construction projects may require review and approval of a Waste Management Plan (WMP) Application prior to permit issuance. The City of Folsom Recycling Division is incorporated into the plan review process in ProjectDox. When drawings are submitted, a Waste Management Plan Application is required to be completed and submitted as well for review.

Two options are available for debris removal, selecting a permitted waste hauling company (option 1) or self-hauling (option 2). To select a permitted waste hauling company, please see the approved haulers in the application and provide sign off from the hauling company. If self-hauling, receipts from the disposal site are required to be submitted to the Solid Waste Department and some additional fees may be required to be paid prior to issuance of the building permit.
