A list of active Historic District staff-level Design Review submittals are shown in the table below: 

1.         Application Submittal

Design Review Applications are submitted to Planning staff via eTRAKiT. The application document includes a detailed list of submittal requirements.

2.         Initial Application Intake

Upon submission of an application, staff will review the application to confirm that the project qualifies for a staff-level design review, and verify that the initial fee estimate is correct based on the scope of work.

If a submittal is considered exempt from design review by Planning staff, the applicant will be referred to the Building Division to determine if a building permit is required for the project.

3.         Application Completeness Check

Staff determines if Design Review Application is complete or incomplete. A complete list of the submittal requirements is provided with the Design Review Application.

If the Design Review Application is considered incomplete, staff will provide a written description of the items necessary to deem the application complete. If the Design Review Application is considered complete, staff will route the project for review.

4.         Project Review

The submittal is reviewed by city staff, including, but not limited to, the Engineering, Building, Arborist, and Planning divisions. The project is also reviewed by local organizations based in the Historic District with an interest in historic preservation.

If corrections are required, the applicant will be notified via email to revise the project. If no further corrections are required, planning staff will schedule a design review meeting for the project, and post a notice on the project site informing the public of the day and time of the design review meeting at least 5 days prior to the meeting.

5.         Project Determination

Planning staff will conduct a meeting to discuss the submittal and accept comments from the public. Meetings take place on Thursdays at 4:00 PM via conference call, with the call-in information available on the public notice.

After this meeting, Planning staff will make a decision to approve, conditionally approve, or deny the design review application. Once a decision is issued regarding the design review application, an approval letter will be provided to the applicant and posted on the City of Folsom website stating the decision and the right to file an appeal pursuant to Section 17.06.110 of the municipal code. The appeal period concludes within 10 days following approval.
