Folsom Water Improvement Project
Project Background
The City of Folsom currently provides both treated and untreated water to over 25,000 residential, commercial, institutional, and industrial connections. The project will involve constructing a new 24-inch pipeline to provide reliable and redundant water service that supports the city’s water supply needs as detailed in the city’s Water Master Plan and Urban Water Management Plan.
The ongoing development in the southern part of the city, known as the Folsom Plan Area (FPA), and this pipeline project, are funded by bonding proceeds from the established Community Facilities District No. 18, with no funding coming from properties north of Highway 50. This project will serve multiple purposes within the city. The new pipeline will provide additional water service to FPA and improve reliability and redundancy of water service to water customers north of Highway 50.
The pipeline will begin at an existing pipe junction located at the intersection of East Bidwell and Iron Point, just north of US 50. From there, it will extend north toward the city’s Water Treatment Plant on Natoma Street. The pipeline will follow the rail and trail shoulder along East Bidwell, continuing up Oak Avenue Parkway and through the Oak trail corridor.
Construction Activities
The project includes the following key tasks:
- Potholing to identify existing conditions.
- Traffic control planning.
- Construction of a new pipeline and tie-ins.
- Trail improvements, including grading, paving, drainage updates, and tree protection.

Upcoming Work
- Spring 2026:
- Miscellaneous permanent pavement restoration.
- Miscellaneous landscape restoration and trail beautification work.
- Continued site work at the Treatment Plant.
Traffic Impacts
- Work zones may experience lane restrictions.
- Temporary parking restrictions in active work areas.
- Typical work hours: Monday through Friday, 7 a.m. to 3:30 p.m.
