Sewer System Management Plan (SSMP)
On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted Statewide General Waste Discharge Requirements (GWDR) for Sanitary Sewer Systems, herein referred to as the “General Order.” The General Order ensures that wastewater collection systems are properly operated and maintained by the municipalities that are in charge of their operations.
The General Order also requires that the SSMP must be updated every five years to include any significant program changes and the updated SSMP must be reapproved by the governing board upon completion of the update. The SSMP was initially approved by the Folsom City Council on July 28, 2009, through Resolution No. 8526. Per the original General Order, City Council approved the City’s first 5-year re-certification on August 26, 2014, through Resolution No. 9419. City Council approved the City’s second 5-year re-certification on July 23, 2019, through Resolution No. 10312.
The updated General Order, adopted on December 6, 2022, requires each public agency to update the SSMP every six years and include any significant program changes. The updated SSMP must be approved by the governing board upon completion of the update no later than August 2, 2025. City Council approved the updated SSMP, as required under the new General Order, on July 8, 2025, through Resolution No. 11416.
