The City of Folsom manages 30 Landscaping & Lighting (L&L) Districts that help fund the maintenance of streetscapes, streetlights, mini parks, trails, and open spaces in neighborhoods throughout the city. These districts are funded through assessments paid by property owners, and all services are designed to enhance the safety, appearance, and livability of our community.

What L&L Districts Support

Funds from L&L assessments are used to:

Maintain landscaping and irrigation along streets and medians, including streetscape plantings and irrigation systems, iron fencing, public artwork, entry monuments, and sound walls.
Care for neighborhood parks and open spaces, including upkeep of mini-parks and natural open-space areas.
Operate and maintain public lighting, including streetlights and electrical service pedestals.
Support fire-risk-reduction efforts like weed abatement and ladder-fuel removal.

These services are funded independently from the city’s General Fund and are tailored to meet the specific needs of each district.

Landscape and Lighting Act of 1972

The Landscape and Lighting Act of 1972 (PDF) (Streets & Highways §22500) allows local governmental agencies to form Landscape & Lighting (L&L) Maintenance Districts for the purpose of financing the costs and expenses of landscaping and lighting public areas. This act can be used by public agencies such as cities, counties, and special districts to fund services including, but not limited to, the installation and maintenance of landscaping, park amenities, general lighting, traffic lights, recreational areas, and public restrooms.

Wildfire Prevention and Vegetation Management

The City of Folsom is committed to reducing wildfire risk and maintaining defensible space across its open space areas and L&L Districts.

Ladder Fuel Removal

Crews remove lower tree limbs, brush, and vegetation that could allow fires to climb into tree canopies. This multi-year, grant-funded project covers hundreds of acres and is managed in coordination with the Folsom Fire Department, the city arborist, and other staff. Efforts are timed to protect native species and habitats while improving safety and emergency access.

Weed Abatement Program

Each spring and summer, the city uses a mix of contractor services, city crews, and targeted grazing to manage dry grasses and invasive plants. These methods reduce fire hazards and protect open space areas throughout the city. Grazing animals, including sheep and goats, are used in select locations to help control vegetation in an environmentally sensitive way.

Service schedules are based on fire risk assessments. Some areas may be grazed more than once during the season to address regrowth, especially after late spring rains.

District Reports and Financial Information

Each L&L District has a unique budget and service level based on its specific landscape and infrastructure. Annual Engineer’s Reports provide detailed information about assessment rates, maintenance responsibilities, and financial planning.
