The Briggs Ranch L&L District faces a long-term funding shortfall because assessment revenues have not kept pace with rising maintenance and operating costs. Over the years, inflation, higher labor and material costs, aging infrastructure, and increased utility expenses have reduced what the district’s assessment revenues can cover.

As a result, the cost to maintain landscaping, irrigation systems, lighting, open space areas, and other community improvements now exceeds the revenue generated by the district. Without additional funding, the district will be unable to sustain current service levels and will need to continue reducing maintenance activities and delaying repairs or replacement of aging assets.

While the city has already implemented cost-saving measures and reduced services where possible, these reductions alone are not enough to address the ongoing deficit. A sustainable funding solution is needed to preserve neighborhood assets, maintain community appearance, protect infrastructure investments, and ensure the long-term viability of the district’s services.

The City of Folsom is beginning the process of addressing funding deficiencies within the Briggs Ranch L&L District by launching a public engagement effort. Through a series of community meetings, property owners will have the opportunity to review the proposed assessment, gain a better understanding of the district’s funding needs and service obligations, discuss potential impacts, and help inform the next steps in the process.
