SB 1383 was signed into California law in 2016 as part of the state’s broader effort to reduce greenhouse gas emissions. The California Department of Resources Recycling and Recovery (CalRecycle) is working with jurisdictions, including the City of Folsom, to divert up to 26 million tons of organic material from landfills annually by 2025 to reduce methane emissions and support the state’s climate change goals.

The state-mandated programs required by SB 1383 will significantly increase costs. These programs include weekly collection of all organic materials from residents and businesses, community outreach and education, procurement of products made from recycled organic material, edible food recovery, and enforcement.

In response to the future regulatory requirements, the City of Folsom Solid Waste Division conducted a comprehensive rate study to determine revenue requirements and rate structures for new operational and capital needs. 

An independent, third-party financial expert prepared the City of Folsom’s rate study. The rate study includes an in-depth look at current revenues, operation and maintenance costs, capital investment plans, and reserves.

The rate study recommends that the City of Folsom increase solid waste utility rates so that the city’s operating and capital expenses match the revenues received from customers.

Public Workshops

City of Folsom staff presented the findings of the utility rate study at a public workshop held during the regularly scheduled July 13, 2021 City Council meeting. On July 27, 2021, as directed by the City Council, city staff brought a request to authorize issuance of a Proposition 218 notice for the proposed five-year rate adjustment for Solid Waste.

All property owners, and all other interested persons, may appear at the public hearing to make comments regarding the proposed increase.

Written protests must be received by the City Clerk at 50 Natoma Street, Folsom CA 95630 prior to the close of the public hearing on December 14, 2021 in order to be considered valid and counted in the protest tabulation.
