California’s New Conservation Law and Nonfunctional Turf Explained
California’s new conservation law starts phasing out the use of drinking water to irrigate nonfunctional turf (NFT) on commercial, public and HOA properties in January 2027. The restrictions are directed by legislation known as Assembly Bill 1572 (AB 1572).
What Is the Purpose of the Law?
AB 1572 bans using potable (drinking) water to irrigate nonfunctional turf on public, commercial and HOA properties. The law was passed to help conserve California’s limited water resources and promote sustainable landscaping. The switch to water-wise landscaping is designed to help our state prepare for long-term water shortages and more effectively manage our drinking water supply.
What Is Nonfunctional Turf?
Nonfunctional turf is grass that is purely decorative and not used for recreation or other community purposes. Nonfunctional turf refers to lawns that serve no recreational or community purpose at most commercial, industrial, and institutional (CII) properties, including common areas managed by HOAs.
Examples of nonfunctional turf include:
- Grass in medians, roundabouts, parking lots, or along sidewalks, buildings, fences, and more.
- Decorative lawns in front of office buildings, restaurants and stores.
- Grass in non-play or gathering areas at schools, universities, churches, and parks.
- Grass in HOA common areas.
